By Nestor Corrales and Stephanie van den Berg THE HAGUE/MANILA, May 11 (Reuters) - The chief enforcer of former Philippine President Rodrigo Duterte's deadly "war on drugs" locked himself in his Senate offices on Monday after the International Criminal Court unsealed a warrant for his arrest on suspicion of crimes against humanity.

Philippine lawmakers voted on Monday by a wide margin to impeach Vice President Sara Duterte for the second time, setting the stage for a Senate trial that could end her 2028 presidential bid. Monday marked the second time the vice president has been impeached on mostly the same charges.
